Either the data owner, or a user with object level privilege, such as 'SELECT', 'INSERT', 'UPDATE' and 'DELETE' receives an insufficient permissions error message when previewing or publishing data. This error occurs when privileges are either granted to users as well as roles assigned to those users, or to multiple roles assigned to the same user.
